Institutions matter, as does the character of the people chosen to populate them.
Whit Fraser, the husband of Governor General Mary Simon, told The Globe and Mail last week that the couple are looking for an apartment. The discussion about her departure, Fraser said, has already taken place between Simon and the Prime Minister. Her standard five-year term expired last July. She has stayed on while the government determines what comes next.
What comes next matters more than usual.
